This article (from 1994) manages to make the idea sound more cruel and coercive than it is, if you read carefully. They are not advocating orphanages-- which would be absolutely flat-out terrible -- but supervised group homes for children AND their teen-aged mothers, where parenting classes would be taught. I have to say that rich people actually pay money, lots, to send their pregnant teen-aged daughters to such group homes. If the state wants to fund them, and provide incentives (rather than coercion) to use them, would that be such a disaster? Obviously it will never happen, because it's actually a pretty good idea.

Perhaps I didn't read carefully enough, but it sounded to me like the moms and kids would be locked up for quite a while-the mother's wouldn't have spending money to waste on dressing up their kids, etc. which suggests they have an "indeterminate sentence". I don't know a lot of wealthy families that lock their daughters and grandchildren up and forget about them, though I'm sure it happens. There are control freaks at all levels of society.
Parenting education-great idea, but I'm guessing that isn't really the main thrust of this plan. This sounds a lot like the old idea of sending girls to juvenile hall because they lack moral and sexual purity.

This was part of Newt's over the top reaction to the Susan Smith case, and yes, he did indeed advocate for children to be taken fro their mothers and put in orphanages.
After Smith revealed that she had been seriously abused by her religious nut father, this discussion went away.

This was part of Newt's over the top reaction to the Susan Smith case, and yes, he did indeed advocate for children to be taken fro their mothers and put in orphanages.
After Smith revealed that she had been seriously abused by her religious nut father, this discussion went away.
He invoked a movie, "Boys Town", to show how nice orphanages are. Now we know that orphanages run by Catholic priests have often been hellholes of physical and sexual abuse.
