He'd better step aside. He wouldn't want to experience the trauma of receiving a strongly-worded letter from the UN. (That's what I'm assuming "additional measures" means here)

What would you have the UN do? It is specifically forbidden by its charter from interfering in the affairs of any sovereign nation. It can 'suggest' but it cannot interfere.

Furthermore any nation interfering in Syria is breaking the law and if the Security Council agrees the UN can get the nations of the world to act against the aggressor nation, just as they did when Iraq invaded Kuwait.

Now comes the next question, "What fucking good is the UN, anyway?"

It has succeeded at its primary purpose: preventing World War III. As Henry Cabot Lodge put it, "This organization is not created to take you to Heaven. It's created to keep you from going to Hell."

If the UN goes we're back to international anarchy. That will be followed by a period of nations forming intricate sets of alliances with each other for mutual protection. Then some small action will occur in an obscure place in the world, the assassination of an Archduke in Serbia for example, the dominoes will fall one by one, and the world will go to Hell.

The UN isn't perfect, but it's far better than the alternative.
