A Tigard businessman helping distribute medicine and supplies in his native country of Libya has been blocked from flying back to the United States, his family and attorney said Friday.

… [an] FBI employee tried to get him to sign a paper without reading it, his daughter said. When he finally saw it, she said, it appeared to be a waiver of his constitutional rights, which angered him.
