No, I did not watch the entire video, and no, I am not inclined to give Santorum the benefit of any doubt, but currently I'm more likely to chalk this up to a combination of exhaustion, inebriation, and piss poor speaking skills.

And yes, I think it's presumptious to claim that the n-word is what he was trying to say. Reminds me of another story where there was half of a word needlessly interpreted in a bad way.

For one thing, the n-word simply doesn't fit any context. "Govt n***" isn't really a phrase that would roll off the tongue in this context.
As he was talking about foreign policy before and after (anti-war, ..., US source for division, pull out/pull back), this may have had something to do with "government negotiating with Iran" (which was one of the issues during the 2008 campaign, "pre-conditions" and all that) or "with terrorists".

I actually didn't believe that Santorum was saying "black people" in that infamous "blah" moment.
But in this video, he very clearly does say the first syllable of the N word. And the context of what he's saying doesn't really make it any better. He wasn't talking about negotiation either before or after this. He WAS, however, talking about Obama "dividing America along racial lines."
I don't know if he almost slipped and said the N word or not - I can't look into his mind. But he definitely did say the first syllable, right after ranting about racial division.

The preceding word wasn't (noun) 'goverment'. It was (adjective) 'anti-government'.
