Assad believes his own hype, has surrounded himself with the kinds of people who will tell him exactly what he wants to hear, and all of whom will not reform or alter the power structures because it would undermine their own power, control, and futures. Assad belongs to a religious minority within his own country, and loosening the grip on power would put his minority at a tremendous disadvantage.

The actions he’s taken thus far are indeed self-serving, but that’s because it’s all he and the regime have known. They aren’t going to willingly give up power that they believe belongs to them. It’s naive to believe that Assad would do anything other than crush the rebellion in any fashion other than what his dad did in Hama.

The Hama rules continue - and Bashar’s put his own spin on things - killing in drips and drabs rather than a massive bloodletting in one bloody massacre (Hama - where 15-25,000 were killed in one event). Here, Bashar’s forces/loyalists are killing dozens of people here and there, all while decimating towns where opposition is strongest.

Had he wanted something better for his country, he should have begun political and economic reforms before the Arab Spring came rolling his way - when he wasn’t under foreign pressure to reform. This way he could have defused any nascent opposition or at least coopted them by bringing them in to the political “process”. Instead, he’s gone reactive - the opposition must now be crushed (though he calls them terrorists, rebels, and foreign agents).
