All for show, I believe.

I don't believe NATO will commit manpower and equipment like they did in Libya.

Look how that turned out.

The circumstances are quite different in this case. Turkey is invoking a clause of the treaty which allows any member to call for "consultations". The next step would be to invoke Article V, the so-called "all for one" clause. Article V, upon invocation, requires NATO to treat the attack on one member as an attack on all members. In the case of Libya, multi-lateral military action was agreed pursuant to the civilian protection provisions of the UN Charter. In the event that Turkey should invoke Article V, there are certain actions NATO must take as a matter of course.

I guess NATO can do whatever it wants and make up any excuse it wants but Turkey admitted its warplane flew into Syrian airspace and thus Syria was not acting in offense against Turkey which would get NATO involved.

The aircraft "dipped" into Syrian airspace, bit was shot down over international waters. The distinction is significant.
