OK, here is the website: International Conference coorganised by the Organisation of American Sates (OAS) and the Council of Europe, 16-17 June, San Sebastian, Spain

An International Conference on “Victims of Terrorism” has been co-organised by the Spanish Government, the Organisation of American States (OAS) General Secretariat and the Council of Europe in co-operation with the Basque Autonomous Community. It was held on 16 and 17 June 2011 in San Sebastian, Spain.

This event brought together national and international experts to share their experience in the protection and support to victims of terrorism, and to comment on States’ ability to restore the situation of victims of terrorism and to increase the level of assistance given to them.

The Conference offered participating States a valuable insight into how to better implement existing policies and legal standards in these fields. It was also intended as a discussion-oriented forum for exchanging information, experiences, ideas, and innovative approaches

This seems as if it was limited to countries of the Americas and Europe. Israel is an Asian/Middle Eastern country.

Israel does have Council Of Europe observer status as listed on the website (under tab "47 countries").

I don't get the anti-European bent of Americans. I just don't get it. It is still New vs Old Europe and freedom fries with many Americans and claims that Europe sides with terrorists, etc. Right down to claims Obama wants to turn American into France or Germany. America should be so lucky.

Statistically speaking, aren't you a quadrillion times more likely to be a victim of terrorism if you live in Israel than say, Canada?

(Not picking on Canada here. Not having a lot of terrorism in the country is a good thing.)

It is absolutely insane to have a conference on terrorism, without including Israel. Terrorism started with Arafat. It started in Israel. No one knows more about this topic than they do. Despite whatever warped feelings one may have about the country or its people.

Josh Rogin had an excellent post on the subject last month at "The Cable" section of Foreign Policy's Web site. For anyone interested, the link is posted below. Essentially, Israel's exclusion was instigated by Turkey. Doesn't excuse our government going along with the attempt to pervert the subject and the manner in which the international community addresses it.

One thing I notice from the list of attending countries is that the majority of those nations' terrorism attacks are of the domestic variety, from a fairly wide variety of sources, whether it be drug/organized crime cartels, nationalist groups, civil war strife, or religious/political infighting versus exported attacks via "state-sponsored" organizations. Al Qaeda and affiliated groups are a serious issue worldwide, but for several of those attendees, their activities only consist of a minor fraction of their total annual incidents.

This seems as if it was limited to countries of the Americas and Europe. Israel is an Asian/Middle Eastern country.

The Organization of American States also appears to have sponsored and been part of the organizing, and they had people from several South American countries. It seems heavily geared toward Spain and former colonies. Not clear to me if there's a list of nations who were invited and not invited. Can anyone find it?

Meanwhile...Columbia? I know they were worried about terrorism at the Vancouver Olympics, but...

I actually find that comment about the USA would be lucky to be turned into France or Germany VERY OFFENSIVE.

Good, you should be offended. When the USA gets to the low French or German level of infant deaths let me know. When the USA gets to the lower German and French level of incarceration rates let me know.

Columbia has narco terrorist problems as well as social revolutionary terrorists and sometimes they hook up.

That was the "Global Counterterrorism Forum (GCTF)" and this article mentions the "International Conference on Victims of Terrorism" and as my link shows it is hosted by and for Europe and the Americas geared towards Spain and Latin America. Thus the Turkey vs Israel beef is not a factor here. The JTA was incorrect to view this as a slight on Israel maybe they are also confused "International Conference on Victims of Terrorism" and linked it to the Turkish animosity at the GCTF by mistake.
