At least technically, that makes him an illicit or illegal gun owner. On the form you fill out for the FFL, you declare yourself not under psychological treatment. Maybe he had all those guns illegally after all.

Wait, so if I'm seeing a therapist, I can't have a gun?

That's kind of...extreme...says this not-much-of-a-gun person. Not to mention stigmatizing.

Holmes: Well, I've boobytrapped my apartment just in case. I really, really, really feel like they're out to get me. Say, I was thinking about having a few guns for personal protection. What do you think?

Doctor: Oh, you'll be just fine.

A Federal Firearms Licence (FFL) is for those who wish to sell guns (Type 1) or for those who are collectors (Type 4). The rules for getting an FFL are much tighter than for simply owning a gun, but some people who collect antique guns do get a Type 4 FFL. It has the major advantage of allowing Curio & Relic (C&R) guns to be shipped directly to the FFL holder, rather than requiring pickup at a dealer's.

But an FFL is not needed to own a gun, so that provision you reference likely means nothing in this case.

I'm kind of flabbergasted that you got this so wrong. How many of these forms have you filled out?

Have you ever been adjudicated mentally defective (which includes a determination by a court, board, commission or other lawful authority that you are a danger to yourself or to other or are incompetent to manage your own affairs) OR have you ever been committed to a mental institution? (See instructions for Question 11.f.)

Question 11.f. Adjudicated Mentally Defective: A determination by a court, board, commission, or other lawful authority that a person, as a result of marked subnormal intelligence, or mental illness, incompetency, condition, or disease:
(1) is a danger to himself or to others; or (2) lacks the mental capacity to contract or manage his own affairs. This term shall include: (1) a finding of insanity by a court in a criminal case; and (2) Those persons found incompetent to stand trial or found not guilty by reason of lack of mental responsibility.

There's nothing at all about being under psychological treatment per se that precludes a person from purchasing or owning firearms.

There's nothing about seeing a psychiatrist or psychologist that even prevents the acquisition of any FFL license, type 4 or otherwise. Hell, if the ATF had their way they'd probably like to make seeing a mental health professional a requirement.
