Global anomalies over the last three decades have been:
20.2 - 1981 - 1990
32 - 1991 - 2000
54.5 - 2001 - 2010
but Alaska is cold.

No, the permafrost is continuing to melt. Also, shrubs and small bushes are beginning to intrude into the southern parts of tundra.

As can be seen by the sea surface temperature anomalies:


the north-east Pacific is the one region of the oceans with temps significantly below long term averages. This is a manifestation of what is sometimes called the Pacific multi-decadal oscillation, which might not really be an "oscillation" but rather a transient phenomenon.
