HAVA does not require photo ID. Everywhere that photo ID is mentioned, the next paragraph is

[OR]

presents to the appropriate
State or local election official a copy
of a current utility bill, bank
statement, government check, paycheck,
or other government document that shows
the name and address of the voter

It allows states to make more stringent requirements. Are you in favor of more stringent requirements?

That depends on the execution of the more stringent standards. If they are designed to disenfranchise, no. If they unintentionally disenfranchise (to a reasonable degree some advocates are over the top) then adjust as necessary to take care of those who want to vote.

One way is phase the standards in over time. That way any one who actually cares to vote can do so in full compliance. ID, better machines, more polling places etc etc.

They are designed to disenfranchise. They are not designed to prevent voter fraud, because there is virtually no fraud of the type that voter ID could prevent. Like you said, work on things like locations, machinery, and staff that make voting work better, if you're concerned about good elections.

Voter ID does not prevent a problem from occurring. Voter ID does disenfranchise voters, especially minorities. That's what it is put in place to do. The "execution of the more stringent standards" is not what does the disenfranchising. The stringent standards themselves are.
