HAVA is the framework for fair voter ID and system improvements. All else is partisan.

Rhode Island too, although that was signed by a independent governor.

I vote in RI, and it seems to have gone smoothly. The good thing was even if you didn't have an id, you voted with a "provisional" ballot. You'd sign it, and they'd later check vs. a signature they had when you registered, and then count it.
