That was my first thought-I even started typing a comment here, but then I wasn't so sure. In favor of "clueless" we have people so focused on getting the message out that they don't care if they lose customers. These are presumably the very people they want to convince and they've driven them away. But then we get to the question of continuing on even after their image problem has been pointed out to them. That argues for heartless.
Maybe the two are not mutually exclusive.

(Yes, I deliberately mixed those up, as illustration. Another one is "His bulb doesn't go to the top drawer")
