What the PotUS did was rescind the pay freeze on all federal workers that has been in place for the past 2 years.
This also includes Congress.
However!
In the Senate fiscal cliff deal, they voted to freeze Congressional pay only.
What the House GOP is doing is re-extending that pay freeze to all workers.
