They talk about a lot of things, then back out. For example, the Border Treaty with Bhutan. The PRC is a malignant influence, at best.

They practically have to talk about it, given the level of public anger over government misconduct. The leadership has to be seen as taking action, and they may well decide some seemingly major, but actually cosmetic, domestic changes are in order.

Realpolitik 101.

The West dominated China for many years. However, “improving” China was not on the agenda at that time. Instead, the main action items in that era were running drugs to China to address trade imbalances and other assorted colonial abuses.

China is now enough of a military power that it does not have to put up with that any more. Nobody is going to start a war with China over the regime’s awful human rights record.
