Notice the lawyerly way he using the terms “listening” and “targeting”.

The “listening” part is true on its own but you will notice that he can say that without admitting that they collect most if not all of the Metadata for calls within the US. Charles may want to debate this point but 24 Democratic US Senators say that it true along with the NYT, Atlantic and the leaked govt docs themselves. Oh ya, I forgot to throw the Guardian and Glenwald into the list so many here can get their froth worked up.

Then not “listening” can also be true since NSA doesn’t obviously listen to the calls in real time, they archive at least BILLIONS of them so if they want to they can do so later. So, it doesn’t make me feel any better that a warrant is currently needed since these phones calls are archived they may not need warrants to listen to them later.
