IMO, Brooks is engaging in significant historical revisionism. Reagan et al. were no friends of the New Deal or the welfare state. They did as much damage to both as was possible in their time in office.

And this: “Neocons opposed government programs that undermined personal responsibility and community cohesion, but they supported those programs that reinforced them or which had no effect.” is almost certainly total BS. Anything the conservatives wanted to oppose they would, by inventing reasons it ‘undermined personal responsibility and community cohesion’.

One has to go back at least as far as Eisenhower to find a republican that accepted the welfare state:

Should any political party attempt to abolish social security, unemployment insurance, and eliminate labor laws and farm programs, you would not hear of that party again in our political history. There is a tiny splinter group, of course, that believes you can do these things. Among them are H. L. Hunt (you possibly know his background), a few other Texas oil millionaires, and an occasional politician or business man from other areas. Their number is negligible and they are stupid.

What Eisenhower is ridiculing here is the present day GOP platform, of course.

For the real lefties, here’s another fabulous Eisenhower quote (from his 1953 cross of iron speech):

This is not a way of life at all, in any true sense. Under the cloud of threatening war, it is humanity hanging from a cross of iron.

How do cons, young or otherwise, think all those things were paid for before fed income tax? It wasn’t because citizens “kept everything they owned.” Of course there were taxes, just other kinds; otherwise, schools, roads, etc. wouldn’t have been paid for. The sources of revenue were just different.

We didn’t become the world’s preeminent power, both economically and militarily, without huge revenue streams. We didn’t pay for WWII with Uncle Sam bonds alone. Our trillion dollar a year military wouldn’t exist without federal taxes, etc etc.
