This is actually such an incredibly pathetic defense of allowing that level of pollution to exist where people live, that China had freedom of speech its pretty safe to assume he would have been called on it.

State-run TV often has “experts” on air explaining how any current domestic situation, no matter how bad, is actually good. It’s a requirement that the news only be positive about China and especially the Party, and negative toward anything the Party doesn’t like. Most viewers see through the sham.

Orwell would recognize the pattern. “We have always been at war with Eastasia.”
