This is the wrong approach, and will just get shot down by SCOTUS again.

What we need is legislation that safeguards voting rights for all voters in all states, not just those with bad rap sheets.

A vote denied in Michigan isn’t less important than one denied in Mississippi.

While I agree that voting rights are important, regardless of the state, I think that wording of this amendment is different enough that it might not get struck down by the supreme court. It will require any state with five violations of the federal voting rights law, within the past fifteen years, to have to convince the federal government to let them change their laws. We won’t just be talking about the former “jim crow” states in the south.

From Roberts’ decision:

The Fifteenth Amendment is not designed to punish for the past; its purpose is to ensure a better future. To serve that purpose, Congress - if it is to divide the States - must identify those jurisdictions to be singled out on a basis that makes sense in light of current conditions.

Since Roberts, Scalia and Alito will be the ones defining “current”, I am nowhere near as confident as you that 15 years will pass muster. That “if” in the passage seems like a very weighty one. So why mess with it at all? Just set the same rules for every state and take away SCOTUS’ ability to bitch about it.
