Most definitely. If he knew about this, he’s complicit. If he didn’t know what was going on, he’s not fit for his job one way or another.

Ahem. Those are not the CIA’s computers. They belong to us. The nation. And separation of powers is essential to our system.

Indeed separation of powers is the essential part of your system. The CIA is mentioned many times in the US constitution no doubt although I can’t find it myself. Clearly the CIA was monitoring who was accessing what information on the computers they were operating. Can’t have that can we? That separation of powers you mentioned gives authority to congress to decide what information relating to the matter covered under the Senate investigation will be released. It does not give that authority to Snowdens who are to found everywhere including the staffs of senators. So you know what would be useful to know? Who is collecting such information from “your” computer systems. You can call that spying if you want.
