Don’t even take it out of the budget as the taxpayers are still kind of paying for it. Take it out of their pension fund! That way the police officers themselves are paying for it. Want to see the police police themselves and their drum out their bad apples? That first $4 million settlement out of their police pension fund will make a huge difference in how they behave while on the job.

I can’t speak to the law in New York, but in my home state of Illinois the taking of pension funds in that manner by the state or local governments would be effectively illegal, because the state constitution does not allow for the reduction of pension benefits.

Unfortunately, law enforcement has no incentive to stop brutality because they never bear any of the financial penalty and taxpayers are too far removed from the problem to effectively participate in stopping the abuse through tax reforms.
