Redwood City: Man Accused of Hate Crime Gets Probation
A 34-year-old Millbrae man whom county prosecutors say yelled a racial slur at a Latino man and assaulted him the day after the presidential election on Friday was sentenced to three years of supervised probation.
Michael Goggins was charged with two felony counts of obstructing or resisting an executive officer and a misdemeanor hate crime for violating a victim’s civil rights, with the condition that he serve no more than 120 days in county jail. However, an assessment report shared Friday will shift him to a mental health treatment program. Goggins has been in custody since his Nov. 9 arrest.
District Attorney Steve Wagstaffe, citing the state’s mental health privacy laws, would only say that the evaluation found Goggins suffers from a major mental health issue. He is to be enrolled in the county probation department’s Pathways Program. If he completes the program before three years, he will remain under supervision for the remainder and continue to take medication and attend counseling, Wagstaffe said.
