The TP Caucus in the House will never support a bill intended to fix Sec. 4 of the VRA because it’s in their best interest not to. The TP Caucus will put so much pressure on Boehner not to act that he’ll most likely cave to their demands for fear that if he does act, they’ll take away his speakership.
