The op-ed has it right: This UN report will change nothing. It’s sad but as the op-ed notes “we break it, we own it. And we don’t want to own North Korea’s problems.” And that sentence goes for every nation, even China and South Korea. So for the time being Kim Jong Un gets to brutalize his people.
