Basically, many (most?) Americans see government as a necessary evil; a potentially oppressive force to be denied any incremental power. Most Germans (and Swiss, and most EU members) see government as a partner, or at least as a required mediator between personal and communal interests. This disparity is the source of the disconnects as described in the post.
