Okay…this is what I don’t understand about the law itself:

The hate crimes law requires that conduct of the charged be connected to interstate commerce in some way, and it specifically criminalizes conduct in which a defendant uses a weapon that traveled in interstate commerce.

Why on Earth is this included? It seems absurd on its face. Why would it even need to be a requirement?!?
