To Romney and Ryan, there’s no downside because THOSE PEOPLE probably don’t vote, they hold no sway whatsoever, if they do, it’s with Democrats (and, generally speaking, only marginally there, too…I think Obama is one of very few who are altruistic), so for R & R, it’s all good. If a few poor folks starve, well they just didn’t try hard enough. Bootstraps people!
