Not sure why Wal-mart (who I can not stand) should pay for upgrades to factories they don’t own. If anyone suggested that the State of California should pay to upgrade the facilities of a contractor they would be laughed right out of the building.

Wal-mart does, however, have a choice of contractors and can require a certain level of safety provisions provided by their prospective suppliers.
