Difficult, but not impossible.

As I recall, Breivik travelled to Czech Republic in an attempt to acquire weaponry for his attack. The local organized crime groups dismissed him, figuring (correctly, it turned out) that he had some malicious reasons behind him (that’s what was reported in the Czech media after the attack); one member of a Czech organized crime gang was said to have told the police something to the effect that they figured “something wasn’t right with this guy (Breivik)”.

It’s been speculated that Breivik probably let slip what he was planning to do and the local organized crime groups didn’t want to end up connected to a massacre as of course, that brings the heat down on them.

And there is an ugly specter lurking. There have been some sources saying that Breivik attended an rightoid training camp in Byelorussia or the Russian Federation. And there is some organization which to this day hold such training camps in the area.
