Rorhabacher is a quintessential hard-core Orange County Republican.
At one time he was a devotee of anarcho-capitalist libertarianism and its chief shaman, Samuel Edward Konkin III. The latter opposed voting and advocated black market capitalism. Later, Rorhabacher cleaned up his act to some extent and became a Reagan speech writer. He has been in Congress since Reagan left office.

Among many other whacko positions, he is quite literally an advocate of slave labor as an alternative to a guest worker program:

He said that if illegal immigrants who do many farm jobs were deported, “the millions of young men who are prisoners around our country can pick the fruits and vegetables. I say, let the prisoners pick the fruits.”
