True, that’s legal. But if you put it together with the rest of the evidence it becomes very suspicious, as having tourniquets on both arms ready to be tied is a tactic used some Islamists, notably by Chechen snipers in Fallujah in 2004.

My own read of this situation: Mr. McGann was either looking to mock the TSA when (he figured) they let him through with materials usable for a bomb, or was just jonesin’ for a Martyr Cookie by being arrested for a “piece of art” and then screaming “HELP, HELP, I’M BEING REPRESSED!”.
