After 9/11, the entire US govt reoriented itself to face the threat. Reorganized the US govt, enacted the Patriot Act, and set about doing all kinds of actions domestically and overseas.

Only when the perpetrator is a terrorist of the right physical persuasion will the GOP move heaven and earth, but they do nothing when the violence/carnage is the background noise that they think is music to their ears.
