When Trump announced that he would “donate” his foreign profits (which he is not even supposed to be accepting) into the U.S. Treasury, that is a classic scammer move. “Let’s put all our moneys together.”

Now he believes the entire U.S. Treasury is his own personal money to do with as he pleases.
