I could do without the Pacific Island territories.

They’re way tiny. Possibly add them to Hawaii? (also… the Virgin Islands has to be lumped in with Puerto Rico.)

I’m pretty sure Pacific Islanders do not feel the same way about their homes. The borders of a state may not be changed, it is barred by the Constitution.

The only way a state’s border can be legally changed is if the state legislatures (or in this case and territorial legislatures) vote to change them, and Congress accepts that change.
