The university pays for my connection here, which is not bad for DSL, but about half your connection speed.

That’s the thing, it could be a nice revenue source for municipalities, counties, states and federal, renting out space in comms and power infrastructure networks. The start could be as simple as instead of simply replacing poles etc. after a twister or storm roars by, bury utility tunnels and ducts with room to spare. Which has the added advantage of reducing cost next time a twister or storm strikes.
