As much as I opposed normalizing international relations with Q’Daffy it did tie his hands when it came to putting down a domestic rebellion. He had just opened up to foreign investments/relations which meant he couldn’t use the required brutality to suppress his own people without risking international backlash. Saddam was already an international pariah and was free to be as brutal as he desired. Same with Assad and Iran. They can do whatever they need to save themselves when on the ropes because there’s nothing to lose.
