The Confederate regime was removed in 1865. The racial attitudes underlying the Confederacy were not stamped out at the time (no real attempt was made, and it would have been foolish to try this with an occupying army).

When Grant was president, he tried very hard; there was a very strong 1875 civil rights bill, the Army was sent to root out the KKK, and… that’s why the drummed up whitewaterish hysteria to paint Grant as corrupt.

Then there was a disputed vote tally in Florida (even that far back, it was *always* Florida), crisis-crisis-crisis, and the party elites settled on “Tilden will drop his objections and let Hayes have the Presidency, on condition that Reconstruction be ended and the outside agitators federal government stop giving a damn how we do things below the Mason-Dixon line”). That’s how Jim Crow came to be.
