The original purpose for the clause “well regulated” was so that all the civilians showing up for their militia service would be carrying the same equipment. That way, parts and ammunition could all be easily traded and replaced from government supplies.
Article I, Section 8 makes it clear that “the Militia” is to be organized and armed in accordance with rules set down by Congress. Its not referring to a bunch of rednecks getting drunk in the woods while playing with guns.
