I mean, that’s not entirely unusual… Clinton signed 140 pardons on January 20, 2001. And Obama pardoned 64 people on January 17, 2017, commuted 209 more the same day; and then commuted the sentence of 330 on January 19. 12 of GHW Bush’s pardons came on January 18.

It’s just one of those things that happens.

Or maybe someone said the wrong thing and he’s changed his mind. About some or all of them.
