This feels like a mistake. The remedy has to be national policy, all this does is hand Trump a ready made excuse for losing the popular vote and possibly cost is House seats in areas where we need high Dem anti-Trump turnout to win.

California is not the first state to do this. New York already did it, and eighteen other states are considering such measures.
