The racist ideas themselves are not his own invention, that’s the whole point. All those Rhodesian flags, neo-Confederate hate rags, racist jokes - all this comes from a specific milieu. If this pushed an allegedly mentally ill person (and, to repeat, we have no idea about it - at this point it’s just an excuse), this begs the question about the responsibility of these people around him.

The Shooter is responsible for his own actions. There is no collective responsibility. Now there can be an argument that he used racist arguments to motivate his heinous actions but that’s about as far as that goes. The people who influenced his actions won’t be going to jail with him. And he doesn’t have to be mentally ill to be evil.
