China is the only entity with any leverage at this point.

At a guess…these latest rounds of missiles and tests isn’t even about us (US), it’s about throwing enough dog shit to get China’s attention, even as China is looking elsewhere in the world (Belts and Roads initiative) and shutting down its pipeline of goods and material.
