This is perfectly complete immunity for the President.
The DoJ has ruled that the President cannot be indicted, even for criminal acts conducted as President, while he’s still in office. It’s up to Congress to investigate, impeach, and try if appropriate.
Now the President’s lawyers are arguing that Congress has no authority to investigate the President for criminal activity.
So, if the DoJ can’t indict, and can’t turn over its investigative evidence to Congress, and the Congress can’t investigate on its own, the President can neither be indicted while in office nor impeached to be removed from office.
Pretty damn sure there’s no scintilla of this immunity in the Constitution.
