Under Federal law, burst-fire weapons are considered machine guns, and have been required to be registered since 1934. Manufacture and registration of machine guns for civilians was ended by an amendment to the Gun Owner’s Protection Act in 1986. The NRA accepted this in exchange for several badly needed changes to to the Gun Control Act of 1968.
