Article I, Section 8 makes it clear that “the Militia” is to be organized and armed in accordance with rules set down by Congress. Its not referring to a bunch of rednecks getting drunk in the woods while playing with guns.

Of course the war of 1812 had to come alone and show how utterly useless the militia was in regards to sustained long term conflict.
