Within a month, they want to get 25% power restored? In what world is that considered acceptable? Hint: It isn’t.

It’s clear that Trump failed Puerto Rico, and that FEMA is signaling that they hope to get 25% of Puerto Rico back on the grid in a month is a sign that they severely underestimated the problems and lack the means to restore power faster (insufficient utilities crews on the island, rebuilding from scratch, lack of equipment, etc.)
