The word you are fumbling for is not “felon,” it is “suspect.” And even that is questionable.

That’s incorrect. The law provides for an ordinary citizen to use force to stop a felony. Like a rape. Obviously there is no conviction yet.

What a person is suspected of (infraction vs misdemeanor vs felony like armed robbery) has an impact on what police can do.
