Yes and no. Declaration of martial law puts the military in charge; that would be him, as Commander in Chief. However, the military wants absolutely no part in his shenanigans, and would most likely be disinclined to acquiesce to his requests. With only five days remaining until his removal from Washington, it’s more likely that they would just refuse to listen to his orders and dare him to declare a court-martial for them, and the rest of the week would play out the same way as it likely will without martial law.
