Take a look at Google Earth.

There are four roads into the wildlife refuge. FOUR. And they are all connected, and they all connect only to the main road. You could block this place in with a suburban traffic detail.

Park a vehicle at each entrance and tell anybody turning in, “I’m sorry, this is a law enforcement situation, we’re not allowing anybody in to the refuge.”
