Certainly what it sounds like. Javanka and Half-Scoop seem to be the ones who were doing the actual wheeling and dealing.

Trump probably thinks he has plausible deniability when he said he never dealt with Russians.

But everyone around him and on the campaign, etc. dealt with the Russians or Russian connections that added further deniability.

But all that means is conspiracy.
