This is why a standing military is remarkably unsuited to fight this kind of domestic insurgency. What works is pure and simple investigative police work, understanding that your enemy may be better armed than you are during the investigative phase. Once identified, power can be brought to bear.

It’s a booger of a problem, but a traditional military model cannot be expected to succeed.

The problem would be keeping your good investigators alive. These guys are burrowed into some police departments. They might well be able to simply eliminate a good portion of the best investigators, or convince them to turn on the government. The problem of former military turned insurgents is a nasty one. As an example, one might look to the Zetas of Mexico who have caused the government there all sorts of trouble.
